Binh Thuan celebrates 30th anniversary of re-establishment

The event was attended by Prime Minister Pham Minh Chinh, Vice State President Vo Thi Anh Xuan, Vice-Chairman of the National Assembly Tran Quang Phuong along with representatives of ministries, branches, localities, leaders of Ho Chi Minh City and provinces of Ninh Thuan, Dong Nai, Lam Dong, Ba Ria- Vung Tau, Tuyen Quang.

On the province’s side, there were Mr. Duong Van An – Member of the Party Central Committee, Secretary of the Binh Thuan Party Committee, head of the Binh Thuan delegation of the National Assembly; Mr. Nguyen Hoai Anh – Member of Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Tuan Phong – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; former members of the Party Central Committee, former Secretary of the Provincial Party Committee; former Standing Provincial Party Committee; Member of Standing Committee, Executive Committee of Provincial Party Committee over time; Senior cadres of the Party, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces; leaders of provincial departments and agencies.

In the speech on the 30th anniversary of Binh Thuan's re-establishment, the province’s Party leader Duong Van An reviewed the journey of 30 years of Binh Thuan’s re-establishment. In December 1991, the Socialist Republic of Vietnam (term 8th) decided to separate Thuan Hai province into the 2 provinces of Ninh Thuan and Binh Thuan; the newly-separated provinces started operation on April 1st, 1992. Since the date of re-establishment, Binh Thuan had been included in one of the poor provinces of the South Central Coast region. Over 30 years, under the leadership of the Central Party Committee, the Government and the support of ministers, central branches, and localities, especially thanks to the solidarity of and endeavor of the people from all walks of life, Binh Thuan has so far earned many significant achievements in many areas.

The most vital achievement is the development of an irrigation system including 78 irrigation systems and hundreds of small-scale and large-scale works with a total capacity of over 400 million cubic meters. Thanks to such achievement, the local planting area has actively increased by 4 times as Binh Thuan is known as one of the sunniest and driest provinces in Vietnam. Remarkably, with the initiative of connecting irrigation networks, water has been brought to arid and deserted lands; thereby strongly reviving the potential and advantages of each land in the province.

With bravery, intelligence, and high determination, the province has gradually turned its difficulties into comparative advantages. The local authorities have boldly looked for a suitable direction that can effectively tap the province's huge potential and advantages. First and foremost, tourism is the earliest sector that had been efficiently exploited. If the local tourism sector was not included in the province’s economic structure in 1991, up to now, Binh Thuan tourism has grown tremendously with an average growth rate of 31.3% per year, contributing to the province's GRDP of over 9%, gradually becoming a spearhead economic sector of the province.

Originating from a purely agricultural province, Binh Thuan has accelerated its economic restructuring, and rapidly developed industry and services. Of which, the energy industry has had a breakthrough development, becoming the main driving force that can promote the province’s industrial development. The whole province currently has 48 operational power plants in the types of hydroelectricity, thermal power, solar power, and wind power, with a total capacity of 6,520 MW; the designed electricity output is about 31.6 billion kWh/year. In the coming time, LNG and offshore wind power plants will continue to be invested. It is believed that, in the not-too-distant future, Binh Thuan will become a major energy center of the country.

With the equitable development of economic sectors based on advantages and potentials, the province's economy saw quite quick development. The growth of the province's gross domestic product is always higher than the national average, creating a clear change in growth model innovation and improving production capacity and scale of the economy; the value of the province's gross domestic product in 2021 is 22 times higher than in 1992. The province's domestic budget revenue from 77 billion VND (in 1992) increased to 8,064 billion VND (in 2021), an increase of 105 times and ranks 8th out of 14 provinces, cities in the North Central and South Central Coast regions

Binh Thuan’s face has undergone a comprehensive renovation. Up to now, the province has 14 urban centers, 69 out of 93 communes, and 3 districts meeting new-style rural standards. The material and spiritual life of the people is increasing day by day. Notably, Per capita income from 1.35 million VND in 1992 to 48.92 million VND in 2021 (36.2 times, an average increase of 13.24%/year), ranked 18th in the country and ranked 2nd in the North Central and South Central Coast regions. The political system from the province to the grassroots is constantly and strongly consolidated. The work of building the Party and government is always concerned by Party committees at all levels.

At the celebration, Secretary An called upon the whole political system, departments, agencies, cadres, and people to continue promoting the revolutionary tradition and solidarity spirit to build the homeland of Binh Thuan more and more cultured, civilized, and equitable.

Since its re-establishment, Binh Thuan has gained many socio-economic achievements, ensured national security and defense, and improved the living conditions of local people.

Speaking at the ceremony, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh sent his greetings and wishes for health to all compatriots, soldiers of the armed forces, and cadres and Party members throughout the province. At the same time, PM hailed the Party Committee, authorities and people of Binh Thuan province, and the people of Binh Thuan province for their practical contributions to the overall achievements of the country.

To promote the achieved results, Prime Minister Chinh proposed Binh Thuan province make more efforts, keep unity, join hands to constantly innovate, and promote the experience and the gained achievements in a proactive, creative, self-reliant, self-reliant way so that the province can strive to fulfill all goals of 2022 and the following years. Additionally, he asked the province to take internal resources as the basic, strategic, long-term, decisive, and external forces as important and make breakthroughs, contributing to the construction of an independent and self-reliant economy together with the whole country.

The Prime Minister noted that Binh Thuan continues to preserve, consolidate and cultivate solidarity and unity in the Party Committee, administration, and people of Binh Thuan; bringing into full play the roles, responsibilities, and efforts of the political system from the province to the grassroots, the joint efforts and consensus of all classes of people. He emphasized that people are one of the most important resources for rapid and sustainable development. Moreover, he urged to focus on building a team of cadres, civil servants, and public employees who are really dynamic, creative, professional, dedicated, passionate, responsible, serving the people; encourage the spirit of innovation, and creativity for the common good, dare to think, dare to do, dare to take responsibility among cadres and party members, especially leaders and managers.

Together, he asked if the locality would promote the spirit of democracy and discipline; resolutely fight against corruption, negativity, wastefulness, and corruption. At the same time, the promotion of digital transformation, administrative reform, competitiveness improvement, and improving the business environment of the province in association with proactively removing difficulties for businesses are expected to boost. As for the 3 pillars that the province has identified, he urged to resolutely, persistently develop and pay attention to internal restructuring of each economic sector, renewing the growth model, improving the quality and efficiency of the economy, as well as pay attention to the construction of the Binh Thuan Provincial Planning for the period of 2021 - 2030, with a vision to 2050 with a long vision. It must have reasonable implementation solutions to maximize the province’s potential, advantages, and resources for the goals of fast and sustainable development.

Alongside economic development, the Prime Minister requested Binh Thuan to continue to preserve, develop and promote the culture imbued with the identity of the ethnic groups in the province, constantly taking care of medical development, education and training. Besides, it should boost the good implementation of the policy for people with meritorious services, policy families, and disadvantages. Significantly, the works of social security, national defense, social order, and safety must be strengthened and ensured. The provincial authorities are urged to firmly grasp the situation, and promptly and effectively solve people's concerns early, from afar, right from the grassroots.

The Prime Minister expressed his trust in the Binh Thuan provincial Party Committee, government, army, and people of all ethnic groups in the province with great aspirations and determination, bravery, and energy, in the spirit of daring to think and dare to do things for the interests of the nation. Binh Thuan will become a rich and beautiful province as its civilized people are more and more prosperous and happy; the material and spiritual life is constantly improved. Since then, they can join hands with the whole country to build a powerful and prosperous Vietnam as proposed by the Resolution of the 13th National Party Congress.
