Tuy Phong put all efforts to remove IUU's "yellow card"

BTO - Thanks to the drastic and synchronous, intervention, prevention and combating of illegal, unreported and unregulated (IUU) fishing in the Tuy Phong district has achieved positive results. With that attitude, Tuy Phong district continues to closely follow the directives, resolutions and directions of superiors and attempt to implement the recommendations of the European Commission, with the hope of removing the "yellow card" this year.

Beside propaganda work, Hoa Minh and CKC Lien Huong Coast Guard have increased coordination with the Fisheries Control Representative Office to closely inspect the operating conditions of fishing vessels before departing at Phan Ri Cua port.

Being one of the districts having the largest number of "3 no" boats (No registration, no inspection and no fishing license) in the province, Tuy Phong's management is facing many difficulties. Recently, the Department of Fisheries has coordinated with local authorities of coastal communes and towns, and the Department of Agriculture and Rural Development to check the current status and issue temporary registration certificates for 610/611 fishing vessels. However, the "3 no" fishing vessels issue is very difficult to handle, especially in the localities of Phuoc The and Lien Huong. After the review according to Plan No. 13 of the Department of Agriculture and Rural Development, so far, the district has generated over 56 fishing boats, of which 22 boats of Phuoc The; 18 boats from Lien Huong; 5 boats from Vinh Tan; 7 boats of Chi Cong and 4 boats of Phan Ri Cua. Additionally, the proportion of fishing vessels without licenses or having expired fishing licenses is still high. The situation of fishing vessels violating IUU fishing still occurs, especially scampers with a large capacity of over 90CV working on the wrong route, fishing vessels without fishing licenses or having expired, and fishing vessels using electric shocks and rakes to exploit seafood...

With many efforts to control fishing vessels, from the beginning of this year, no fishing vessel in the district has crossed the boundary of foreign waters. Moreover, the authority inspected, verified and sanctioned administrative violations of 3 fishing vessels that lost connection for over 10 days. Besides, specialized forces (fishery control and coastguards) have coordinated to patrol, control and sanction administrative violations according to Decrees 42 and 38 of the Government in 63 cases, and manage fishing vessels working on the wrong route, prevent mass lawsuits caused by completely exploiting.

Peak time to against IUU

Taking action with the whole country to implement the EC's recommendations, Tuy Phong district authorities have focused on many solutions and promoted propaganda work against IUU exploitation in many appropriate forms to raise fishermen's awareness. The District People's Committee requires the authorities to regularly review, make statistics, put into management and monitor fishing vessels at high risk of violating foreign waters, strengthen the work of understanding the status and coordinate to promptly handle organizations and individuals letting fishing vessels and fishermen to illegally exploit seafood in foreign seas.

According to Mr. Le Van Boanh - Deputy Department of Agriculture and Rural Development of the district, from now to this October is the peak time against IUU exploitation, prepare to welcome and work with the EC inspection team for the 5th time. Therefore, the People's Committees of Communes and towns have to support fishermen to renew their fishing licenses and register fishing vessels; and coordinate with the Fisheries Inspection Station to handle fishing vessels that lose VMS signal connection. In particular, local management must not allow "3 no" fishing vessels to appear in the area. The specialized force must strengthen inspection and strict control of fishing vessels entering and departing ports and the Coastal Guard Station under regulations; resolutely do not allow fishing vessels that do not comply with procedures and working conditions to depart, control fishing vessels with a length of 15m or above, install VMS equipment on the fishing vessel monitoring system, notice to ship owners to fix the problem of VMS signal disconnection when fishing at sea and solve it following the regulations, strengthen inspection and control of fishing vessels fishing at sea, last but not least, strictly handle violations of IUU fishing.
