According to the province’s Party leader Duong Van An, Phan Thiet is one of the few cities that still has hut houses. The real-life situation of people along the Ca Ty River from the Duc Thanh Bridge area to the south is the concern of many generations of provincial leaders. During a field trip to this area in 2021, Provincial Party Secretary Duong Van An once said: "Several hundred households have lived in such difficult, cramped, and polluted conditions for a very long time. They were there for the second generation. If we keep on letting people live in such conditions, we are at fault for doing nothing with the people".
Since then, the policy of investing in the Ca Ty River Embankment project has been drastically directed by the Provincial Party Committee. In the meeting of the Provincial People's Council held on July 12, 2023, under the direction of Chairman of the Provincial People's Council Nguyen Hoai Anh, the policy of investing in Ca Ty embankment (section from Duc Thanh Bridge to Ung Van Khiem street), with a total capital of more than 486 billion VND was approved by the People's Council of Binh Thuan province. The project, which is funded from the provincial budget, strives to be completed by 2025, to protect river banks, ensure flood drainage, solve pollution, contribute to urban beautification, and bring a new living environment for people in the region in particular and the whole Phan Thiet city in general.
Under the plan, a number of construction items will be built along the riverbank over a length of 450m from Duc Thanh Bridge to Ung Van Khiem Street, bordering Ba Trieu, Yersin, and Le Thi Hong Gam streets. Those include riverbank protection embankments, roads, water supply and drainage systems, lighting, parks, and other auxiliary items.
This major policy has been directed by the Provincial Party Committee at all levels, and branches. With the resolution of the Provincial People's Council at this meeting, along with the determination of relevant sectors and the Phan Thiet City People's Committee, especially with the shared support of the people living in this area, the appearance of Phan Thiet urban area will be more beautiful and the lives of people in this area will be better.
It is known that in August 2022, the People's Council of Binh Thuan province also approved the Ca Ty apartment building project (with a total capital of 800 billion VND, scale of 6 blocks of 8-storey buildings) to arrange resettlement for more than 500 project-affected households.
