According to the assessment of Binh Thuan Provincial Party Committee, after nearly 15 years the Resolution No. 26 dated August 5th, 2008 of the Central Committee of the Party (10th term) and the Action Plan of the Provincial Party Committee (11th term) has implemented; This resolution shows that the situation of agriculture, farmers and rural areas in the province has made progress. Agriculture has developed quite comprehensively, and the structure of crops and livestock has changed in a positive, productive, and quality way and efficiency has been increasingly improved.

It is recognized that the agricultural economy has not developed steadily, agricultural production is mainly based on the small and scattered household economic model. Especially the link between production, processing, and consumption is still limited. In particular, one of the reasons is that investment from the state budget for agriculture, rural areas, and farmers is still limited, and the effectiveness of attracting and using social investment capital for agricultural and rural development is not valid.
Therefore, recently, the Standing Committee of Binh Thuan Provincial Party Committee had a meeting to discuss and give opinions on the action plan of the Provincial Party Committee (XIV) to implement Resolution 19 of the Central Committee of the Party (XIII) on agriculture, farmers, and rural areas by 2030, with a vision to 2045.
Accordingly, the province sets a target that by 2030, the agricultural sector's GRDP growth rate of the whole province will reach an average of 2.8 - 3.3%/year; average agricultural labor productivity increases from 7-8%/year. The average income of rural people in 2030 strives to increase by 2 - 2.5 times compared to 2020.

One of the main tasks and solutions of this draft Action Plan is to improve the role, position, and the ability to master and improve the material and spiritual life of farmers and rural people; to create conditions for farmers to access scientific and technological advances in the production, preservation, processing, and consumption of agricultural products; and to enrich themselves from agriculture and rural areas, promote rural economic development, create many local jobs, and increase income for rural residents; to step up the accumulation and concentration of land; encourage the development of green, organic, circular agriculture, the one-commune-one-product (OCOP) program, reduce greenhouse gas emissions.
At the same time, the province continues to invest in and upgrade technical infrastructure to meet the requirements of agricultural development and respond to climate change. In addition, it steps up the production of plant varieties and animal breeds with high yield and quality and the ability to adapt to climate conditions; preserve and develop high-value indigenous varieties.
Emphasizing on the field of cultivation, the content of this action program states that it is necessary to change the crop structure in accordance with the advantages and market needs, and adapt to climate change; To form specialized, large-scale production areas with conditions to combine agriculture with eco-tourism; To step up the application of advanced production technologies and processes, to reduce the use of fertilizers and pesticides of inorganic origin.
In the meantime, it should encourage the development of medicinal plants, strive to make medicinal plants become one of the key products of Binh Thuan's agricultural industry; Increase investment from the state budget in the 2021 - 2030 period for agriculture and rural areas at least twice as much as in the 2011 - 2020 period; Encourage credit institutions to lend to Tam Nong (three domains of agricultural sectors);
Especially it focuses on developing the domestic agricultural product market, keeping traditional markets stable, expanding and diversifying export markets, avoiding dependence on a few markets; Shifting sharply from unofficial export to official export of key products; In particular, the roles and responsibilities of the Party committees, authorities and leaders in leading, directing and implementing the Party's guidelines, the State's policies and laws on agriculture, rural areas, and farmers are strengthened.
