In particular, enterprises who intend to invest in this project must meet the following requirements: have financial capacity and deposit to ensure the project implementation, not violate laws on land. The prior criteria are designed for investors with experience in vocational training and job resettlement for people affected by the project implementation, legitimate investment plan, and finally, a new business will be set up to manage the project.
