Binh Thuan no longer has "3 no" fishing vessels at the end of October 2024

BTO -With great efforts from the agricultural sector as well as coordination from the locality, the registration rate of "3 no" fishing vessels in the province has reached 99% and is considered the pioneer province in Vietnam control this work well.

The total number of "3 no" fishing vessels announced by the province is 2,531 fishing vessels. At present, 2,309 fishing vessels have the registration and issuance of fishing licenses according to Circular 06/2024/TT-BNNPTNT. Of which, for the group of vessels from 6 - <12 m, 2,212/2,303 vessels have completed the procedures for registration. Specifically, 1,960 vessels have been officially registered, and 252 applications are being processed at the Public Administration Center. In conclusion, the remaining that have not completed registration procedures are only 91 vessels, mostly in Tuy Phong (30), Phan Thiet (21), La Gi (22), etc.

Mr. Huynh Quang Huy - Head of the Fisheries Sub-Department said "Through actual inspection, there are nine fishing vessels with a length of 12m (subject to inspection); at the same time, some localities proposed to remove them from the list of "3 no" fishing vessels that have been statistically announced a total of 58 vessels (Tuy Phong proposed to include 33 vessels; Phan Thiet proposed to include 16 vessels; La Gi proposed to include nine vessels) because the fishing vessels sank, were sold out of the locality, had the same name, were not qualified to go off. Thus, the number of "3 no" vessels under 12 m is only 33, and the registration rate has reached nearly 99%."

Vessels with a length of 12m or over 12m, according to the list published by the Provincial People's Committee, there are 228 vessels; however, the actual inspection is 237 vessels (9 fishing vessels declared under 12m, actual inspection is over 12m). Up to now, ninety-seven vessels have been granted a Certificate of Technical Safety of Fishing Vessels, of which forty-seven vessels have been officially registered; three documents are being processed at the Public Administration Center; forty-seven documents have been processed by localities to transfer to the Public Administration Center. The remaining 140 vessels have not been granted the certificate of technical safety of fishing vessels. Thirty-nine vessels have technical design files but have not been granted a Technical Safety of Fishing Vessels certificate because of working the sea, working in trawling; 73 vessels are waiting for design files; 10 vessels have not completed design documents, and 18 vessels have not been granted fishing vessel safety certificates due to being abandoned, having a semi-sharp hull, and working out of the locality. At a recent meeting of the Provincial Steering Committee for Combating IUU Fishing, Mr Huy committed that by the end of October, Binh Thuan will complete the registration of these remaining "3 no" fishing vessels.

Inspect and control strictly unregistered fishing vessels

Beside removing "3 no" fishing vessels effort, so far, the number of registered fishing vessels that have not yet been granted/re-granted fishing licenses is still high, with 1,216 fishing vessels, mostly in Tuy Phong with 297 vessels; Phan Thiet with 414 vessels; La Gi with 380 vessels; Phu Quy 96 vessels (after searching, the locality proposed to remove 20 vessels that do not exist or have been sold to other localities).

Directing at the recent meeting of the Steering Committee for Combating IUU Fishing, Vice Chairman of the Provincial People's Committee, Nguyen Hong Hai, requested the Department of Fisheries to continue coordinating with localities to focus on completing the registration and granting of fishing licences for fishing vessels according to Circular No. 06, as well as granting or re-granting fishing licences for groups of vessels that have registered but do not have or have expired, licences in October 2024.

In particular, the Vice Chairman of the Provincial People's Committee emphasized "To complete 100% of the registration for the group of "3 no" fishing vessels, localities are required to review and synthesize reports about unqualified fishing vessels to the Department of Agriculture and Rural Development, and relevant departments and branches to review and handle each specific case.

Cases have not completed the procedures to re-register fishing vessels (including ones under 12m that have not completed the registration procedures and ones over 12 m that have not completed the design documents), the Fisheries Sub-Department sends the list to the Provincial Border Guard Command for direction to inspect and control not to allow them to leave port for operation and strictly handle violations. At the same time, localities strengthen the management of fishing vessels in the area, especially the purchase and transfer of fishing vessels, must ensure the prescribed procedures and continue to urge and complete the registration for groups of vessels from 12m.

Functional forces (Border Guard, Fisheries Surveillance, Fisheries Control Office) strengthen inspection and strictly control fishing vessels entering and leaving ports and fishing at sea following regulations, resolutely handle violations and improve the effectiveness of warning and deterrence.
