“Binh Thuan: The potentials, achievements and development prospects”

BTO - This was the subject of the conference held on the morning of August 29 at the Provincial Convention Center to commemorate the 30th anniversary of Binh Thuan province's re-establishment (1992–2022).

The conference was held by the Provincial Party Committee-People's Council-People's Committee-Vietnam Fatherland Front Committee, with the participation of Mr. Duong Van An—Member of the Central Party Committee; Secretary of the Provincial Party Committee, Head of the Provincial Delegation to the National Assembly; Mr. Nguyen Hoai Anh—Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Phan Van Dang—Standing Vice Chairman of the Provincial People's Committee; Vice Chairman of the Provincial People's Council; Vice Chairman of the Provincial People's Committee; leaders of the provincial Vietnam Fatherland Front Committee; former provincial leaders; representatives of divisions and agencies; experts, scientists and some businesses in the area. Also, the meeting was connected online to localities, offices, and units in the province.

Speaking at the beginning of the conference, Secretary of the Provincial Party Committee Duong Van An emphasized that, after 30 years of construction and development, Binh Thuan has promoted its revolutionary tradition, mobilized resources, and gradually effectively exploited the potential and advantages. As a result, the province's economy grew quite rapidly, with an average annual growth rate higher than the national average, creating a considerable change in growth model innovation; the estimated GRDP value in 2022 is 94,858 billion VND (24.24 times higher than in 1992). However, despite these accomplishments, the province's economic structure is still changing slowly, and the quality of growth is not high. Industrial production has become unbalanced, with no effective use of local raw materials. In the context of high competition, the province still has many "bottlenecks," causing obstacles in the process of attracting investment and thus losing development opportunities.

According to the Secretary of the Provincial Party Committee, Binh Thuan now has many new opportunities, including the active removal of overlapping titanium planning, the project of Phan Thiet Airport, and the North-South Expressway (eastward) passing through Binh Thuan. Many investors have chosen to invest in Binh Thuan. As a result, the question is what needs to be done to develop the province quickly and sustainably based on its prospects and advantages.

The delegates made numerous important presentations at the conference, referring to Binh Thuan's significant breakthrough after 30 years of re-establishing the province; capitalizing on opportunities, capabilities, and strengths for development. For example, the presentation of Master-Architect Nguyen Hoang Long-National Institute of Urban and Rural Planning, Ministry of Construction, stated that: the current situation of Mui Ne National Tourist Area and its development orientation in the future. Mr. Long affirmed that in recent years, tourism in Binh Thuan has changed and evolved positively in many aspects. Therefore, it has contributed to the effective transformation of the economic and labor structures of Binh Thuan, forming sustainable livelihoods in many coastal areas, islands, etc. Simultaneously, it is proposed that relevant levels and sectors need to create all the favorable conditions, study mechanisms, and regulating policies to advance this special functional area.

On the side of the provincial Department of Industry, Mr. Vo Van Hoa, Director of the Department of Industry and Trade, mentioned the development of the industry to become a pillar of the economy, gradually increasing the proportion of energy industry, processing industry, creating motivation to promote economic and social development. Accordingly, the province currently has approximately 739 production and trading establishments for agricultural, forestry, and fishery products. A greater extent of the latest products is put into processing, which escalates production and export value, diversifying the domestic and international markets. The Department of Industry and Trade proposes to the government that VIII energy projects with high feasibility, and economic and social efficiency, including offshore wind power projects; Son My 1 and Son My 2 LNG gas thermal power projects, be included in the electricity planning.

Concluding the conference, the Secretary of the Provincial Party Committee thanked the delegates for their participation in meaningful discussions on behalf of the provincial leaders. Comrade Duong Van An remarked that the approaches to economic and social issues in Binh Thuan, those of aptitudes and merits, vary from different angles and issues. All of the suggestions and solutions raised are thoroughly researched, consisting of interesting recommendations and ideas with a high reference value.

The province will investigate and interpret the process of proposing management solutions to develop Binh Thuan in the upcoming years. Concurrently, it is about time the province looked at the picture of achievements, limitations, and potentials in a candid, profound, and objective manner. As a result of inheriting and promoting the tradition and achievements of the previous 30 years, we are entering a new phase. Binh Thuan anticipates the efforts of all cadres, party members, and people; hoping for the advice of experts, scientists, and a team of entrepreneurs to jointly invest in the rapid and sustainable development of Binh Thuan province. Accordingly, Binh Thuan is to become a major region in the marine economy, energy industry, and tourism, as the Resolution of the 14th Provincial Party Congress has set forth.
