To ensure the progress of commercial operation, the investors of domestic wind power plants in general and Binh Thuan in particular have made great efforts during the Covid-19 epidemic, mobilized maximum resources, construction, completion of test runs registered with EVN. Foreign experts have completed isolation and were brought to the construction site at an urgent time. Many of the company's engineers and experts take on technical roles at turbine assembly parts to complete the connection and power on time.
In Binh Thuan, wind power plants put into commercial operation promises to make a significant contribution to ensuring the security of electricity supply for the national power system. With the advantage of this clean energy source, wind power projects in Binh Thuan have been contributing to exploiting potential advantages in the arid regions of the province, creating a significant additional energy source for the national power system, socio-economic development and attracting young skilled employees in the locality.
The trial run is COD recognized according to regulations to help wind power plants be convenient in the production and business process. Under the Prime Minister’s Decision No. 39/2018/QD-TTg dated September 10, 2018 amending and supplementing several articles of Decision No. 37/2011/QD-TTg on incentives for wind power projects in Vietnam (effective until October 31, 2021), fixed preferential price of offshore wind power is 9.8 US cents/kWh (2,223 VND) excluding VAT.
The above prices are applied to wind power projects with a part of the whole plant having a commercial operation date before November 1, 2021, and applied for 20 years from the date of commercial operation. In the relevant framework, a member of Binh Thuan Wind Power Association said that there are still some wind power projects due to the epidemic, social distancing affecting the construction progress, they are at the risk of failing to start operations as scheduled.
