As many as 349 official delegates representing for over 37,000 Party Members across the province have attended the important event. Those are prominent and typical representatives for the province’s strongest solidarity, political nature, and intellectual samples.
Those attending the opening session included top-ranking General Luong Cuong – Secretary of the Central Committee of Communist Party of Vietnam (CPVCC) and Director of the Vietnam People’s Army (VPA)'s General Department of Politics; Leaders of the Communist Party Construction Committees, Ministries; leaders of the Military Region 7; central agencies and unions; leaders of the Departments of the Central Ministries and Agencies; Mr. Nguyen Bac Viet – Permanent Deputy Secretary of Ninh Thuan provincial Party Committee.

For the province’s part, there were Mr. Nguyen Manh Hung- Member of the Party Central Committee - Secretary of the Binh Thuan Party Committee; Mr. Huynh Thanh Canh - Permanent Deputy Secretary of Binh Thuan provincial Party Committee; Mr. Nguyen Ngoc Hai - Deputy Secretary of Binh Thuan provincial Party Committee-cum-Chairman of the provincial People’s Committee; Mr. Duong Van An - Deputy Secretary of Binh Thuan provincial Party Committee; former Secretaries of the provincial Party Committee; Vietnamese Heroic Mothers; Heroes of People’s Armed Forces, Labor heroes and leaders of the provincial Agencies and Communities, etc.

In his opening remarks, Nguyen Manh Hung highlighted the successful celebration of the Party Congress at grassroots levels and beyond under the leadership of the Executive Committee of the Provincial Communist Party. Besides, the province has performed its well-done achievements in the political and socio-economic construction and development while made good prevention and control against the Covid-19 pandemic.
Although Binh Thuan’s stability and growth are facing many new chances and promises, it also confronts not a few challenges and difficulties. The Success of the 14th Party Congress is significantly meaningful to the province’s development until 2025, creating a strong premise and foothold for the next years, stressed Mr.Hung. Such requirements put the entire province to the highest efforts and responsibilities in an attempt to ensure the success of the Congress to the maximum.
On behalf of the Presidium, Chairman of the provincial People’s Committee Nguyen Ngoc Hai represented the province’s political reports of the last Party Congress at the new one. Chairman Hai stressed the province’s achievements and breakthrough in socio-economic development, education and training, healthcare systems, Party construction, etc over the last tenure. In addition, Chairman Hai promptly realized the local limitations in some areas such as slow changes in economic structures, multifaceted growth of the economic sector, difficult investment attraction, environmental issues, etc.
In the new tenure of 2020-2025, the provincial Party Committee sets up a variety of targets which focuses on building the Party stronger and cleaner, promoting the strength of the whole political systems, great unity bloc, enhancing the quality of state management and administrative systems; mobilizing and using sources effectively, etc. Of these, some targets focus on the GRDP growth rate from 7.3-7.5 percent per year during the 2021-2025 period.
Speaking to direct the Congress, General Luong Cuong highly lauded the province’s performance during the past term, stressing that the breakthrough in the energy industry that can bring Binh Thuan to be a country’s largest energy center. Besides, he expected the locality would keep its brand name as a prestigious and attractive destination, gradually becoming the province’s spearhead economic industry. He urged the whole political system to comprehensively realize and address shortcomings and limitations in the upcoming time, promoting the province’s advantages and potentials to attract many more investment and visitors domestically and internationally.
Congress is projected to take place from October 13th to 16th, 2020.
