The preparation of documents and procedures for implementing public investment projects is still delayed, leading to insufficient conditions to allocate investment capital. Disbursement of public investment capital is still slow for the plan.

The project is in group B, with a total investment of more than 486 billion VND, from the provincial budget. The project implementation period is 4 years, period 2021 – 2025, and the transition to period 2026-2030, is currently not under construction. The 2023 plan allocates 100 million VND to carry out investment preparation work. The project is arranged from reserve capital in the public investment plan for the period 2021-2025 and excess capital.
Ka Pet reservoir
The project includes 3 reservoir items with a capacity of 51 million m3, headworks, and a water canal system. The total investment and capital of the project is more than 874 billion VND (The central budget is more than 519 billion VND and the local budget is more than 354 billion VND). In particular, in the Central budget, there is 47.3 billion VND as reserve capital that is extended for disbursement until December 31st, 2023. This is the central budget capital support under the climate change response and green growth program. Currently, the consulting unit is completing the contents of the dossier according to the new decree to submit to the Ministry of Natural Resources and Environment for appraisal. Then, an exploitation plan will be drawn up, auctioned, the contractor selected and construction started. Although there are still many difficulties in the time to complete procedures, the province will be determined to ensure the proposed project progress, which is expected to start in the second quarter of 2024 and be completed after a year and a half to supply water to the people.
Storm shelter combined with Phu Quy port (phase 2)
The project is being submitted to the Department of Fisheries - Ministry of Agriculture and Rural Development for appraisal of construction drawing design - estimates and is expected to organize bidding and hand over the construction site in December 2023. The capital plan for the period 2021-2025 allocates 450 billion VND; Capital allocated in 2022 is 1,150 billion VND, and disbursement until January 31, 2023, reaches 100%; The capital plan for 2023 allocated 50 billion VND, currently 927 million VND has been disbursed.
Van Thanh Bridge
Construction started on December 30, 2022, expected to be completed on December 19, 2024, currently, construction has reached about 2% of the contract volume. The allocated capital plan for the period 2021-2025 is 225 billion VND (Central budget). The accumulated capital allocation for the 2021-2023 period is 125.1 billion VND (of which the capital plan for 2023 is 70 billion VND, not yet disbursed). Currently, the contractor has completed 415 Iarsen piles to create steel sheet pile enclosures for the construction of pillars T4, T5, and abutment M2 (Phu Tai ward side) and is filling sand to create construction ground for the mentioned categories. During the construction process, the province regularly holds briefing meetings to check the progress of the project, thereby directing relevant units to dismantle and speed up the construction progress and compensation and clearance.
Provincial theater and cultural art exhibition
The construction package is expected to complete the rough construction by the end of September 2023, including Reinforced concrete, wall plastering, erection of steel truss systems, and roof space truss systems. After adjusting the design and completing the roofing work, the construction unit is now continuing to complete related work... The accumulated value to date is VND 804,665 billion (construction VND 431,760 billion, advance construction and installation VND 84,458 billion, other costs VND 29,620 billion, clearance compensation cost VND 258,827 billion).

Currently, the province has directed the termination of the project contract signed with the old unit to implement procedures to re-select investors according to regulations, and at the same time invite an independent audit unit to evaluate and determine the investment value. The old unit's consultant will consider refunding the costs. The project has completed the entire 542-hectare airport site, navigation station, and a number of related articles. Currently, the project is implementing compensation and site clearance for several additional articles.
