BTO - The year 2024 is considered the year to embark on expanding the province’s economy, as external transport infrastructure has been and is being developed, and some billion-dollar projects have been approved for investment.

In addition, the space for development investment has opened up, with 28,000 hectares of coastal land no longer reserved for planning; nearly 48,000 hectares of remaining mineral reserve areas previously unable to invest in projects are now being implemented. Then the provincial planning of Binh Thuan for the period 2021 - 2030, vision to 2050 has also been approved, etc. All of this provides the basis for Binh Thuan to be dynamic, innovative, and financially autonomous by 2025.

In the atmosphere of the announcement of the provincial planning for the period 2021-2030, vision to 2050 and the investment promotion in 2024 about to take place, Binh Thuan Newspaper reporter had an interview with the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee Doan Anh Dung regarding the investment attraction.

Reporter: In this new context, how is the issue of creating an investment environment being addressed, sir?

“Creating a favorable environment to mobilize, allocate, and effectively utilize resources, promote investment, production, and business” is one of the important tasks in the country’s development orientation for the period 2021 - 2030 set out in the Resolution of the 13th National Party Congress. Improving the investment environment has always been a key political task that Binh Thuan province has focused on implementing over the years.

In 2023, our province received many pieces of good news that are of great significance to the economic and social development process of the province. With the official operation of the North-South high-speed route on the East side from Vinh Hao to Phan Thiet and Phan Thiet to Dau Giay, the travel time between Binh Thuan province and other localities, especially Ho Chi Minh City and the key economic areas in the South, has been shortened, helping save time, costs, and create favorable conditions for smoother connectivity and trade activities. Additionally, on November 1, 2023, the Prime Minister issued Decision No. 1277/QD-TTg approving the national mineral reserve area; whereby, over 28,000 hectares of land in the coastal area have been removed from the national mineral reserve planning, and more than 55,000 hectares of land have been specifically designated for titanium reserve periods ranging from 30 to 70 years. This directly resolves the long-standing bottleneck in Binh Thuan, opening up more development space for the province to mobilize and effectively exploit land resources in coastal areas to accelerate economic development, particularly in the service and tourism sectors. Furthermore, the provincial planning of Binh Thuan for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister in Decision No. 1701/QD-TTg dated December 27, 2023; this is a very important legal basis, serving as a foundation for planning, managing, and uniformly directing economic and social development plans, sectors, fields, as well as efficiently allocating and utilizing resources, potentials, strengths, and focusing on attracting investment for the province, laying a solid foundation for rapid, strong, and sustainable development of Binh Thuan in the coming years.

Faced with intertwined opportunities and challenges, Binh Thuan will continue to implement comprehensive and resolute solutions to further improve the investment environment, attract strategic investors with large-scale projects, gradually increase the occupancy rates of industrial zones, clusters, and put projects into production and operation, as follows:

Firstly, implement transparent and comprehensive information about specialized planning, provincial planning, land use planning, construction planning, and effectively exploit the database of the Binh Thuan Provincial Planning Information System to provide complete information to investors and businesses.

Secondly, monitor the activities of investment projects from the decision to invest until land allocation and ensure the implementation of investments in accordance with legal regulations; have a plan to check, urge progress, and decisively terminate activities for projects that violate schedules, have slow implementation, and waste land resources.

Thirdly, innovate the investment promotion methods towards focusing on specific objectives, without scattering efforts. Proactively engage and work with leading domestic and foreign economic groups in high-tech production chains, reputable and influential strategic investors to attract large projects and create a ripple effect in the province. Prioritize on-site investment promotion activities, organize regular dialogues with investors and businesses, and provide effective support to resolve difficulties for approved investment projects.

Fourthly, timely implement and specify mechanisms, policies, and laws on investment, land, construction, coupled with promoting administrative procedure reform, digital transformation, contributing to creating a transparent, favorable investment and business environment.

Fifthly, enhance investment in economic and social infrastructure, especially key projects such as transportation, irrigation, healthcare, and education to lead public investment and attract private investment.

Reporter: How far has the implementation of planning and plans to facilitate large projects entering the province progressed, comrade?

To facilitate large strategic enterprises and investors with capabilities and experiences to invest in the province, the Provincial People’s Committee has comprehensively implemented various solutions as follows:

Firstly, identifying administrative reform as a regular and urgent task is the responsibility of the entire political system, aiming to satisfy the people, with organizations as the measure of the quality and efficiency of state agencies’ operations and determining the level of completion of tasks of the leaders. Continuing to review, cut, and simplify administrative procedures, business regulations to create convenience, reduce costs for the people, and businesses.

Secondly, implementing solutions to improve and enhance the ranking positions of competitiveness indexes (PCI), administrative reform (PAPI, SIPAS, PAR)… in 2024. The Provincial People’s Committee has issued Plan No. 492/KH-UBND on February 7, 2024, assigning specific tasks to each department, sector, and locality to focus on improving competitiveness, satisfaction of the people, businesses, and enhancing the rankings of PAR, SIPAS, PAPI, PCI indexes of Binh Thuan province in 2024. Concurrently, effectively implementing the District and Department Competitiveness Index (DDCI) of Binh Thuan province.

Thirdly, focusing on resolving bottlenecks in land, especially in supporting compensation, clearance, and land valuation. Speeding up the construction of a modern and integrated land database system, land information system; creating more favorable conditions for organizations, citizens to access and utilize land information.

Fourthly, regularly engaging in dialogue, accompanying businesses and the people; enhancing the role and responsibilities of the leaders in resolving difficulties and obstacles for off-budget projects to promote the socio-economic development of the province. Maintaining at least one monthly leadership meeting with the People’s Committee, heads of departments, committees, sectors, and chairpersons of the People’s Committees of districts, towns, and cities to address difficulties and obstacles for investors and businesses.
