The legislator made the comment at the opening session of the 3-day NASC on February 17.
At the NA session in March, deputies will review the performance of the State President, the Prime Minister and his Government, the National Assembly, the Chief Judge of the People's Supreme Court, and the Chief of the People's Supreme Procures for the term of 2011-2016, said Hung.
The NA session would decide 5-year socio-economic development plan and discusses preparations for the NA and People's Councils elections at all levels, Hung said.
In the morning session, deputies raised opinions on speeding up law-making including laws on Property Auction, Demonstration, and Public Administration.
The chairmen of the justice committee, economic committee, the science committee, technology committee and environment committee have asked the law makers to complete the Law on Property Auction to seek approval at the March NA session.
Chairman of the justice committee Nguyen Van Hien said "the Law on Property Auction is closely related to the Civil Code and Civil Procedure Code which were already passed so needs to be approved soon to help synchronise law enforcement."
During the morning discussion, deputies asked to submit the Law on Demonstration soon.
Many deputies agreed that this was an important law which realises the 2013 Constitution as well as ensures human rights and citizenship.
Minister of Justice Ha Hung Cuong, whose ministry is in charged of compiling the law, said the Government had proposed to delay the law submission to the NA. But the NASC did not agree with the proposal.
Explaining to the delay, Cuong said there have been different opinions on major contents of the law so more time was needed.
Deputy Hien said that right of demonstration was one of basic rights of citizens so why the law had been delayed many times?
Chairman of National Defence and Security Committee Nguyen Kim Khoa said that making the Law on Demonstration was an urgent task to protect human rights and citizenship.
"This law is to ensure national security and social order and safety," said Khoa.
NA Chairman Nguyen Sinh Hung affirmed that "building up the Law on Demonstration was approved by the NA and got agreement by the Politburo".
"The Government must take responsibility for the delay and explain the reasons to the NA," Hung said.
For the Law on Public Administration, the NASC asked to further study to avoid overlapping the current regulations on the issue.
In the afternoon session, the NASC collected opinions to the external affairs and international co-operation of the NA agencies.
