Accordingly, the provincial Border Guard Command, department of Transport, Binh Thuan Maritime Administration, and department of Agriculture and Rural Development are asked to work with coastal localities in managing the operation of boats and vessels, especially off-shore fishing boats. Concerned bodies must intensify inspections on register of shipping and the implementation of communication, fire- explosion prevention and fighting. Means of water transport not meeting safety regulations will not be allowed to sail. Violations are strictly penalized.
The provincial Border Guard Command is assigned to cooperation with local authorities to boost the effectiveness of fisheries unions in rescuing ships and fishermen in danger or emergency situation at the sea; promote the direction of communications between functional agencies with the ships owners and captain during the sea route.
Coastal localities should keep close connection with the provincial Meteorological Station and other units to grasp weather conditions to promptly warn ships ownwers and crews so that they can realize the urgent situations and take proper measures to cope with. In case of incidents and hazard, localities and units should quickly inform relevant bodies to take urgent rescue methods, and mobilize the support of other transport vehicles.
