Accordingly, PM assigned the Ministry of Transport and the People’s committee of Binh Thuan province to implement the framework as stipulation. The PPC takes responsibility to check and monitor each specific case of compensation to ensure right beneficiaries.
The above framework policy is issued in place of the old one approved by the Prime Minister under the Dossier No.265/TTg-KTN dated Feb 28th, 2014. According to the design of Phan Thiet – Dau Giay expressway, its first intersection is at the National highway 1 (Ba Bau, Binh Thuan), 2.58 km far from National highway 1, while its end is at the intersection between HCM city – Long Thanh – Dau Giay at Km43+125.64 (Thong Nhat district, Dong Nai province).
The expressway has a length of 98.7km with scale level A, speed of 120 km per hour. The expressway has from 4 to 6 lanes for vehicles but 4-lane road will be built in the first phrase.
This is the first public-private pilot (PPP) transport infrastructure project in Vietnam using resources from the private sector, with the participation of the State budget to ensure feasibility and to ensure the attractiveness of the project to private investors. The financial resources of the project include VGF, loans and equity.
The expressway is followed international standard, which connect Dong Nai with the coastal city of Phan Thiet. It is expected that Dau Giay – Phan Thiet expressway will attract heavy traffic volume going through this route leading to industrial parks, international port and the would-be Phan Thiet airport.
