Based on the report of Lagi town’s people’s committee (report No.50/BCUBND dated Feb 23rd 2018) and prompt report of the department of Natural Resources and Environment dated Feb 25th 2018, the provincial People’s Committee (PPC) came up with the following conclusions.
The project of investment construction to expand and upgrade storm shelter in Lagi seaport La Gi town), which was invested by the Sub-Department of Rural Development, was approved and adjusted by the PPC under the decision No.923/QD-UBND dated March 31st 2017 and Decision No.972/QD-UBND dated April 13rd 2017, respectively. Its assessment on environmental impact was also approved by the PPC (including the scope of the report does not include channel dredging and mooring area).
Under the PPC’s Decision No.923/QD-UBND dated March 31st 2017, the dredging item with the anchorage area in front of the existing 400CV wharf and the waterway to the mooring area for ships of 60 - 400 CV, the dredged land is located at the site of the project of encroaching on the residential area of La Gi Trade and Service Construction Company (Vi Nam Company, for short). Vi Nam company reserves the rights to conduct the encroachment project to build a new Lagi residential-commercial and service area in Phuoc Loc ward, Lagi town under the decision No. 2322/QĐ-UBND dated August 11th 2016. Accordingly, PPC agrees to use land with coastal water surface in Phuoc Loc ward, Lagi town, which belongs to Vi Nam company to fortify the aforesaid project.
From July 2017 to October 2017, the Sub-department of Rural Development had used a 3.800CV- absorbing vessel to dredge up and spray the mud and sand from the area in front of the fishing port and Lagi seaport to the project. However, such action made erosion and pollution, therefore, Vi Nam company disagreed and suggested suspension.
Subsequently, the Sub-department of rural Development and People’s committee of Lagi town have to repeatedly organize meetings to seek for countermeasures to the construction. Particularly, form January 29th to date, the investor has built embankment bordering each plot (with an area of 2.8 ha and a capacity of 70,000 cubic meters) to hold the sand and dredged land so that the accumulation can lie stagnant while the above water shall be released to the sea via the plastic tubes.
Due to features of the polluted water sources in front of the port (mainly mud, waste and garbage), the water’s color is as black as tar as reflected on the Newspaper. Consequently, the information and image posted on the media are basically activities of water-flowing, but not wastewater delivered from the Seafood processing facilities as reflected on the media.
