Over the past five years (2010-2015), workforce gaining university decrees has increased from 3.13 percent to 5.17 percent. The satisfactory rate above is the results of five-year-implementation of the province’s human resources development planning. According to Department of Investment and Planning- the standing body for this planning’s steering committee, besides the increasing number of trained labourers, local authorities have given priority to allocating funds for material facilities to boost human resources development, with nearly VND 68 billion invested in completing vocational traning establishments and developing teaching staffs. In five-year period, there have been more than 68,000 local people finishing apprenticeship and other 17,000 ones attending new vocational training courses.
The number of university/college/intermediate graduates has increased year by year. Number of labourers obtaining employment has reached 70 percent. In the meantime, human resources development in Binh Thuan has encountered some obstacles while there has been a small number of workers with intermediate and college levels. Furthermore, vocational training has focused much more on theory in stead of practice; the lack of qualified vocational training experts, and training programs do not match labour demand of companies… are the main factors leading to many difficulties in finding jobs. Addressing at a conference, vice chairman of the provincial People’s Committee Nguyen Thanh Tam asked vocational traning schools to pay more attention to enhancing training quality and setting up concrete strategies to carry out the planning. He emphasized that the prediction and management of human resources need to be based on the real number to ensure the supply-demand linkage of workforce depending on period of time.
