The Minister of Planning and Investment will chair the council, while a deputy
minister of planning and investment will be vice chair. The council’s members
will include leaders of concerned ministries and agencies.
Their rights and responsibilities are stipulated in the Government’s Decree
No.131/2015/ND-CP dated December 25, 2015 guiding the country’s important
projects and other regulations.
The council is allowed to hire domestic and foreign consultants to ensure
independence and objectiveness.
The Ministry of Transport was asked to work with the Commission for the
Management of State Capital at Enterprises to direct investors towards swiftly
completing the feasibility report and arrange capital to review the report.
