Ham Liem is an agricultural commune with a total population of 3,107 households/11,340 people living in 6 hamlets with 50 self-management groups. Due to its location, which borders many wards and communes of Phan Thiet city and situates along inter-commune roads, Ham Liem commune has become an ideal desination for criminal activities. There were complicated developments in public security, social order and safety during the first months of 2017. Particularly, the number of theft and robbery cases have sharply increased in addition to illegal motorbike racing, young men grouping drinking and disrupting public order. Before such instability, local security, the commune’s People’s Committee has mobilized organizations, enterprises and local people to donate funds for investment in CCTV system. After a 4-month survey and trial operation in 5 pilot sites, the model has proved its benefit effectiveness. Basing on the images and information provided by the CCTV, local police forces easily monitored crime trends and timely detected acts of law violations in the locality.
CCTV is a new crime prevention model that uses information technology applications with high accuracy and efficiency. The CCTV is expected to diminish traffic accidents and social evils, contributing to fulfilling the 19th criterion of new style rural areas in terms of “commune ensuring security, social order and safety” to gain the recognition of new style rural areas in 2017.
